From the table above, the best option after performing the Angry Scar/Charge is the HP Tiger Uppercut.  The cost of the Super Meter is the same (note, it is one full Super Meter bar, not 1/4 of your existing meter, which is what the move list in the game says), and the difference in damage is the greatest (80 more damage).
