What are the steps that need to be taken to become a high level player?

Execution (this comes first) - mastering the basic and most useful combos, crossups and links, knowing when to use them and how to best punish mistakes the opponent makes. Doing the combos "sometimes" won't cut it. You should never just be hitting one kick or one throw here and there. Training mode - lots of it - try for nearly perfect execution of combos - practice 15 minutes per day or more. You should have dependable combos that are confusing and that you know how to use in battle.
Mind Games - reading your opponent, defying his expectations and baiting him to do rash things.
Strategy and Match Ups - know your opponent, the characters and how each one works. Also play your character correctly (as they are meant to be played)
Footsies and Zoning - understanding these to a very high level to keep things tipped in your favor.
Creativity (the hardest and rarest part) - Making it your own and keeping things unpredictable and fresh.
you just need to love the game if you do already that's all you need. Go to arcades and play then practice what you have a hard time with then start figuring out different ways of delaing with any situation dont always do the same and have calm play chil this will help you a lot.
Practice, TBH. It takes practice. And lots of it.
Learn some basic combos and links, timing is crucial and learning to "read" and "set up" your opponent gets you good on your way to becoming a decent fighter. You could also watch some videos and replays of your main character's fights, learn from them and learn the match up's.
After that, it's all in what I said in the first line, more practice, and free time; lots of free time.
