How can Zangief punish Blankas's Rolling Attack (Beast Roll) on block?

Hi comrades I’m having a hard time with Blanka’s Rolling Attack (Beast Roll); I already know how to punish it when it comes but while playing online with lag its difficult react to so I have to block.

I have seen a video that buffers EX Green Hand with standing hard punch + EX Green Hand but I cannot do it, is there a way to punish this on block?

There's also the kara Green Hand from standing roundhouse, as discovered by Renegade here and shown in this video (note, there is no audio):

I always just try to punish it by stopping it with Lariat though or keep pushing him into the corner after blocking.

If it is a blocked ball from the closest distance, (e.g. a blocked cr.MK -> Blanka Ball link), he can walk forward a little bit and use the HP Green Hand or EX Green hand, which will punish Blanka on recovery as well.
