A safe jump is a jump-in on a knocked down character where you to use a meaty air attack in order to force the opponent to block, or, if they try and use a move to reverse on wake-up, whiff the move because you have already landed and are blocking.

It should be noted tht safe jumps are typically the basis of option-selects as well.

That said, here is an example of some safe Jump options with Juri:

Note that each time Juri jumps in on Sagat, he tries to wake up with a move to counter (whether it be the Tiger Uppercut, the Tiger Knee, etc, etc).  However, because of the timing of Juri's jump, she lands and is blocking before any of Sagat's moves can punish her.

Also note that for each jump that she does, Juri is actually performing an attack during the jump (which you can see and hear before she lands each time).  In the event Sagat blocks, this will cause him to just block the attack normally (or if he doesn't, be hit by it).

The key to safe jumping with any character is to know their jump arc, and to jump ever-so-slightly later than you would normally jump and to execute the attack as late as possible (a meaty).  In jumping in slightly later, you will guarantee that you will land before your opponent's move can be executed, and in executing a meaty air attack, you will guarantee that the opponent will have to block or be hit if not trying to counter your jump in attack.

The one thing to be careful of here is after knocking down your opponent, they have the opportunity to tech the knockdown (meaning that they can get up quicker if they choose to).  Because of this, you have to have some sense to predict when your opponent (not the character, the player) will get up.

Of course, such "psychic" tactics are overly dangerous, which is why you should try and use untechable knockdowns in order to set up your safe-jumps whenever you can.
