As per the title, I'm not sure what it means when someone says that a move is "-3 (minus three)" on block.
Also, where can I find this particular information out for Juri?

As Keres mentions, the phrase you hear is in reference to frame data.
To address your specific phrase "that move is -3 (minus three) on block", it means that when the move is executed and someone blocks it, the opponent blocking will be able to perform an action three frames before you are able to execute your next move.
In this situation, you are at frame disadvantage.
If you hear that a move is "+3 (plus three) on block (or hit)" then it is referring to frame advantage; meaning that you will finish your move and be able to execute another three frames before the defending character is able to, allowing you to continue your combo or block string.

What you're referring to is known as "frame data." There are a number of places to find frame data on the internet, such as the Shoryuken Wiki and EventHubs. (Both of those sites contain links to every character's frame data.)
