How can I safe jump with Juri?
I want to assume it is her j. HP. but I don't know if thats correct. Help?

There is a question about safe jumping with Blanka for which there is a response which serves as a primer on safe jumps.
To summarize, the attack that you use in a safe jump is not as important as the timing of the safe jump. You need to time your jump late enough that you can land and be blocking before the opponent comes out of blockstun (in the event that they block your jump-in).
After that, you should consider the attack. You want to perform the attack as late as possible and it should also be a meaty attack. Note that in the case of an air attack, a meaty attack is not trying to hit with the last active frame of your attack, but trying to hit your opponent on the last frame before you hit the floor (all active and recovery frames for your air attacks are negated the moment you hit the floor).
As with all meatys, you want to use moves that generate a large amount of hitstun or blockstun. For most characters jumping normal moves, that typically is HP or HK, and I assume it is no different for Juri.
That being said, the original response had a video that showed the timing for Juri to perform her safe jumps which should be of help:
Finally, in regards to Juri, do not use her jumping MP in trying to safe jump, as it has juggle properties; if you mess up the timing and the opponent tries to jump away, you will juggle them. This isn't a bad thing, but if your reaction time isn't fast enough, you won't be able to capitalize on the juggle state in the event this happens.
This is very interesting and helpful. You can use a safe jump/block to bait your opponent and then punish them.
