well i think i know exactly what you're talking about.  vega being rated such a low tier, has all these moves that are so blazing fast and hard to react to, so it really surprised me why he was considered low tier.  theres little nuances that you have to know with each of his moves.  you just have to kinda get used to it.  his biggest tricks other than his wall dives of course are after a knockdown he does that spinning kick to the other side and if you dont block the other way, he usually hits you with a kick and then that ex wall dive which hits you twice, which does a hearty amount of dmg.  or he does his over head kick followed into a throw.  other than those two, hes really not that good. and heres why.  all his wall dives and evasive moves have a lot of recovery time.  i know after either of his ultras, you can pretty much ultra him back due to his very long recovery time.  try it in training mode.  you'll be surprised at what hits.

second, a lot of vega players after being knocked down will do that back flip that makes him invulnerable to everything meaning he doesnt have to guess your cross up, but right after that flip, theres a pretty long recovery time when he lands.  so do an option select thats preferably a knockdown and you can keep getting him like that.  after awhile, hes going to do that wake up dragon punch move, where he does a flip and kicks with both feet forward?  i think cross overs will more often then not stuff that move.  this point, is probably the most important, cause this is how they usually stop your offensive and turn games around.  make sure you understand what i just wrote.

another thing is to stay mobile.  to do the claw or throw off the wall dive requires pretty good timing. and they usually have a lot of practice on immobile opponents in training mode.  so as long as you stay mobile, its hard for them to hit.  i would recommend forward dashing a lot or jumping foward with your best anti air to air move.  if it hits during their wall dive flying at you,  it usually surprises them and you can try something as you both land.  a throw....or a command throw...etc.

his pokes do a hearty amount of dmg after awhile and they have long reach.  just dont let them catch you, at a certain range they're going to do nothing but pokes, just keep blocking them.  also, you can easilly knock his gear off and then hes really handicapped, in terms of dmg output/input and range.

last is his charge down up punch.  its a minor nuisance at best.  and a lot of vega players will do that to either blow past your fireball or jump off the wall behind you to cross you up.  i believe all chars can jumpt over it so the staying mobile part really helps.  and if you can land a anti air to air on him, its usually gonna take off a significant chunk of his life.  so just stay mobile and throw out more pre-emptive air to airs then you normally would.  dont get caught in his tricks.

and do a lot of late tech throws while you're in his block strings.  you'll be beating these vegas with thousands of bp points in no time.  just have to know his tricks and how to beat them.

From a member of SRK in the Juri Matchups Thread...

"Against Vega, when you get the upper hand, don't let him breathe. You can crossup and mixup with impunity. But, once you lose advantage, retreat to the opposite end of the screen and wait. Use the cr.mk trick if he uses an ambiguous Claw Dive, but if he uses the horizontal claw slash, Fuhajin Hold can beat it on reaction.

So, in conclusion, either stay in his grill or stay all the way away."
