There are several cancels in this game so your question as is, is kind of vague.
I believe you're asking about a normal "2-1 cancel"(also called special cancel or mostly cancel) which is the act of canceling a normal into a special. This happens by simply inputting a special move (described in the movelist). Most basic example would be the classic shoto c. MK xx Hadoken (crouching Medium Kick into Fireball). What happens is that you press c. MK and immediately input the Hadoken motion before your attack ends. This cancels your Medium Kick animation into your special move and there you have the most basic cancel. Most 2-1's are done from close Medium or Hard attacks, but some Light attacks are cancelable too.
Then there's the super cancel, in which you cancel either a normal or special move into Super. It uses the same basic principle as the aforementioned.
Next is the Focus Attack Cancel, which requires two EX bars to perform and is done by pressing Focus Attack (MP+MK) while doing a normal or a special. This will break your move animation and start a Focus Attack. Focus Attacks can be further canceled into a Focus Attack Dash Cancel (FADC for short). Most players use FADC as simple FA canceling can be risky. You cannot perform a FA cancel unless you hit with your move or the move you cancel is a projectile. That means teleports and such can't be FA canceled.
There are also other cancels such as Super Jump cancels and Armor cancels which are very situational and character specific so I won't go into those.
I'm not sure which cancel you reffering to but: (Using ryu as an example)
Special Cancel: c.mk xx. hadouken. If you get the timimg right you will cancel out of the d.mk animation into a hadouken and it will combo
Super Cancel: c.mk xx. shinkuu hadouken. Same idea as the special canel. You can also canel a special into a super: hadouken xx. shinkuu hadouken.
Focus attack dash cancel(FADC): shoryuken xx. focus attack(mp+mk) xx. dash(forward>forward) metsu hadouken. It takes some practice to get this down right. It reality there's a double cancel. First you are canceling the special with a focus attack and then you are canceling the focus attack with a dash.
Note: not all normals and specials can be canceled. They are character specific so know you character. Also you can cancel a focus attack with a back-dash. You need two bars of super meter to FADC
