How to deal with people who play a hit and run turtle style of game play
Recently I've been playing matches with people who are super defensive and just run away for most of the fight. There are times when I can be really patient and play smart and wait for an opportunity. There are other times (more often recently) where I get frustrated and annoyed and rush in, and get hurt for doing it. I play C.Viper and the characters I'm talking about are Seth, Akuma/Gouki and E.Honda. I played a Seth yesterday that literally just stood there and waited for me to do something before jump back fiercing, he couldn't do anything else! (when he got close, he had nothing) How should I approach people who play this style? It seems the game heavily rewards people for being defensive, and I play one of the more offensive characters in the game. I'm more suited to a fast paced fight but these characters slow the pace well down.

I know that this video is in regards to Dhalsim, but I think it applies to Seth eventhough he falls faster than Dhalsim. You may be able to use an EX TK to nail him as he hits the ground, but I'm not sure if you can hit him with the Ultra while he crumbles. If you manage to hit him while he's in the air, I believe you can juggle him with Ultra or another TK. This is the move most runaway Seth's like to use to keep you out/runaway so it may be worth it to go into training and see how you can punish it on hit, whiff, and block.
As for Akuma, his air fireballs are a good method of keeping you out, but they're not perfect. You can SJ over them and attempt to nail him with a BK or time an EX Seismo to hit him when he lands. If they shoot one from the peak of their jump, an EX or regular TK may get you through. If they like to teleport out of corners and do it consistently, jumping back as they do it gets you a free jumping roundhouse/fierce. Although not recommended, trading hits between your BK and his SRK is in your favor so don't get upset when you do so.
As for Honda, cross ups and baits are the name of the game. Here's a video that encompasses that.
Notice how he executes the BK at the very last second to bait the headbutts? Apparently the Seismo is a good tool against full screen head butts too (@1:41). Also, even though he fell victim to the multitude of butt splashes, theres was that one that he predicted correctly and punished accordingly (@3:15). And I can't even count the number of cross ups that he pulled off on him. Simply put, bait head butts to get in, cross up effectively, and watch out for his butt. I would say that as a Blanka (and soon to be Guile player). I have to wait for them to make the mistake of running away, you have a lot of directions C. Viper can cover. You have control of the diagonal, and the horizontal more so than any other part of the screen. Take advantage of the fact that they have to generally use the space you control to run away.
For me it's a matter of controlling the space using the EX rainbow roll and making them run away from me.
