Timing for Fei Long two-hit Rekka Ken (Dash Punch) shortcut

I came across this clip for Fei Long's 2 hit rekka shortcut:

 

 

However I couldn't consistently pulling this off.   I tried piano my QCF LP~MP, as well tried QCF LF, return joystick to neutral position, then MP.   Neither of those methods worked for me.

 

Does anyone know how to utilize this shortcut consistently and the timing for it?

I don't have the game right now, but it looks like the player is using negative edge.

 

Try to hold the MP button down. Do the QCF motion, press LP then release MP.
