Who killed Seth in Fei Long's ending?
I've been searching the Internet for the answer to this, but i can't get a definitive answer. People are saying it's likely to be Ibuki, but i'm sure she's not the killing type. Besides, on closer examination of the ending video, it's not actually a kunai in Seth's chest/back, it's a knife/blade; if it were a kunai, the entry wound would have a greater diameter to account for the wider shape of the 'head'. Also, the kunai that Ibuki throws have never been that shape, even in Pocket Fighter - they've had different colour grip wrapping, and the 'loop' at the top is bigger.

I definitely agree with you that the kunai definitely didn't resemble the type (if it can even be called one, it looks more like a Bo shuriken if anything) that Ibuki uses. I can somewhat agree with the argument that it isn't in Ibuki's nature to kill. However, one has to remember that Ibuki is a ninja (and not a brainwashed one at that), who are generally known for their ability (and readiness) to kill (among other things).
Unfortunately, the cutscene animations for the beginning and end of the character storylines in Street Fighter 4 have been universally panned for their lack of quality; if it is supposed to be an homage to Ibuki, it's not a very good one.
With that in mind, my subjective opinion is that it was Ibuki that killed Seth. Note, Capcom has not indicated what the canon is in this regard, so it's completely possible there is another ninja-like character (or one that uses that kind of weapon) that they want to introduce into the canon. Given that there are other characters from the Street Fighter series in the cutscenes (Adon in Sagat's prologue, for example), it makes me lean even more in favor of Ibuki, given that it is a more obvious reference when compared to other ninja in Street Fighter legend (can anyone say Geki?).
