Damage Scaling?
I will use Juri's j.mp then connect with the U2. It does like 300 or so damage. why?

You must be looking at the damage wrong. If I'm not mistake a j.mp into a ultra should scale down the ultra damage to 80%. Juri's ultra does 480 damage, so something isn't adding up. If I recall correctly, Juri's ultra 2 is rather lengthy, the damage counter may have reset half way through? Not home so I can't check myself, but I suggest taking a closer look at the damage window in training mode while preforming the combo.
