A block-string is a series of attacks/special attacks one after another on a blocking opponent,, more specifically, usually start with weak attacks like light punches or light kicks, and progress to stronger attacks like heavy or strong punch/kick and end with a special move. Not all block-strings are like that, but generally speaking, a typical block string can be, using Ryu as an example, can be Crouching light punch, crouching light punch, crouching medium kick, cancel into hadouken. These are used to sustain pressure on an opponent, bait out counter hits, deal chip damage, to build EX meter, and can lead to other mix-ups or bigger sources of damage. Generally, no block-string is safe against characters like Ryu or Ken with fast reversals (a.k.a Shoryukens) since these come out practically instantly with invincibility and beats whatever move is coming out next in the string. If you can condition the opponent to not reversal out of block-strings, like stopping the string short to bait out these reversals, this gives you a window to do more block-strings that you usually would. Characters that don't have as safe or good reversals at their disposal gives you more chances to do these blockstrings, All in all, you have to read your opponent in the match and mix-up your play in the match to ultimately determine when to do a certain block string, and what kind of block string to use.
