What should a new player do when learning the game?
What are the main things for a rookie player to street fighter to know so I can take it seriously?

first of all know your basics. Go into training mode and practice your specal moves. after you can do things like a fireball srk and tatsu 10 times in a row you should move into more difficult things. if your goning to be maining ryu one of the more difficult things you should learn is to juggle int his ultra, as well as a bnb combo, and after that you just need lots of practice.
Watch videos of tournament play. Learn which moves are safe and unsafe. Try to play the same mind game during and not during pressure situations, don't get flustered when you eat some mixups. Learn terminology. Learn to block. Pay attention to player habits during wakeup, after a block string, etc.
Something that has helped me is watching videos online. Once you've established a character you'd like to use look up matches online or tournaments with people using that character and that should help you learn some good tactics. =]
When I first played the game, if I am eating the combo I have a tendency to mash attack buttons in panic, hoping to counter hit my opponent. Due to the startup frames + hit stun, etc., it actually puts me in a worse situation.
As soon as I realized this fact and just calm down and simply block, my win rate has substantially improved. (When opponent starts to throw you, you can incorporate option-select tech throw, but that's another story beyond the topic)

Try to learn some of the Street Fighter terminology, so that way when you read something regarding SF tactics, you know what they are talking about. There are several glossaries on the Internet about SF terminology, so you should check them out.
