what are codys tools for fighting fireballs

how can cody avoid getting zoned by shotos. his rocks seem like they come out to slow for a fire ball war.

Shotos it's pretty hard especially against Akuma. Not only do you have to worry about his normal FBs and Fireball 3 hit ones but also his airs can often catch off gaurd especially after coming off of playing a few Ryus and Kens. My rule genuinely is train the shoto. I usually will FA fwd, then FA back, then chuck a few rocks. If you can get your rock out before them then you will most likely force a jump. If you end up in a position reset situation where he backs off, don't get over eager, chances all they'll start chucking plasma again against you. Maintain your position FA accordingly and have handy one of the tools mentioned above. NEVER move in while your health is recovering, stay back, believe it or not it's soooo tempting for your opponent to want to get in on your to just sap the life. They also are usually under the assumption that you are scared and will try to bully not realizing it's a trap. As they move in, usually with a jump, I'll anti air them with the c.MK but at max distance to have them either wiff a move and I can jump or I can stick out a poke like c.LK into HPCU.

Also rocks to a degree can negate fireballs (depends on the fireball you are facing). You will never win a fireball war with rocks though.
