Target combos are fine as a block string but if you want to get some good damage in with Dudley it's important for you to be able to link attacks into HK and be able to cancel that into Ducking Upper or EX Machine Gun Blow into Ducking Upper.

Learning his Ultra2 setups like gturtle343 posted is a good idea as well as figuring out which moves can be canceled into Dudley's Super.

Also, learn to be consistent with ducking under fireballs with Ducking, this will be invaluable in helping you get closer to zoning characters.

Once you get close to your opponent, do not back away from them. It's ok to block and punish, but do not walk back all the way to the other side of the screen. It's important to always keep the pressure on.

I don't use Dudley often but one thing I find odd is when other players that use the Dudster turtle with him as if he were Balrog/E. Honda. In my opinion Dudley is the strongest when in your face. He has a quick jab and awesome overhead along with various target combos that hit for solid damage. To start off, learn what options you have to setting up his Corkscrew Cross:

Get his target combos down and practice a few ways of getting in and pulling them off. Learn his more effective pokes like his st. HP, and who it's most effective against (it'll mess up a few of Balrog's dash punches). Practice getting past Shotos/Guile and their zoning abilites. All in all, as Dudley, stay on the move and try not to throw out any random moves. And don't turtle. Please!
