How do you double tap?

I keep hearing about double tapping but I'm still not sure how to do it. Anyone have any pointers on how to double tap?

This video does a good job of showing how to use your index and pointer finger to double tap:

 

Here's a nice article by gootecks about double tapping and how it can help your game. BTW, this is only viable on an arcade stick, I can't see this working on gamepad.
