Do PAL costumes work with NTSC Super SFIV?

I just realized that Super Street Fighter IV is region free and that makes me want to buy the American version because I could get that by Monday instead of waiting until the 30th. But I bought all the alternative costumes for vanilla SFIV (PAL version) and it would kind of suck a lot if I couldn't keep those.

So my question is if I can use my old costumes on the NTSC game or if that only works with the PAL version.

PAL and NTSC are video output formats.  It's more a fuction of the console itself than it is the game.  I would be highly suspicious if the code in the game was tied to the output format.  That's typically handled by hardware.

With that being said, if Super Street Fighter 4 is region-free (as you mention), then it should run on a system that outputs PAL or NTSC (I believe both systems will output both, it's just a system setting, it's never a game setting) regardless.

Now, regional encoding might come into play when it comes to DLC.  If Super Street Fighter 4 was region encoded, it wouldn't would be a moot question, since you wouldn't be able to play the game on a system that didn't have the proper encoding, and your DLC would be inacessible anyways.

However, if the disc is in fact not region-encoded, then you should have access to all of your previous DLC; the code in the game wouldn't have a basis for comparison (a region baked into the disc which it can compare against your system settings) and should allow all of your previous DLC applicable to the game to be used.

I got it confirmed from someone I know that you can in fact use your PAL costumes on the NTSC game.
