Other answers indicate where to get certain images that were ripped from the original torrent file (referenced in the EventHubs article referenced by ppking123).

Note, however, that these are captures at a certain frame in their animation, which might not be the one that you want.

You might want to try looking on YouTube for people who have uploaded the hitbox videos and then use a program like YouTube Downloader to download the highest quality videos from there (it will typically be in MP4 file format).  From there, you can easily use a any decent video editing program to extract the frame you want.

Some programs you can use are:

  • Adobe Premiere Pro
  • Adobe Photoship CS3 and up
  • FFmpeg (command-line app)

If you don't have luck finding a good quality YouTube video for the character move you are looking for, then I recomment searching for the Torrent of the original videos yourself, and then going through the same steps outlined above to extract the image.

I think the best is to go to the character specifc pages from the shoryuken forum, e.g.., below is the link for the hitbox images for Makoto:

Another site has this is EventHubs:

It's pretty hard to find images; you may have to compile your own. You can find the actual numbers at http://shoryuken.com/wiki/index.php/Ryu_(SSFIV) though
