Who is the best non-projectile character (thinking about Abel, Dudley and Rufus) ?
Who is the best character without projectiles but can face heavy projectile characters like Sagat, Ryu, etc.
I am interested in Abel,Dudley,and Rufus.
Beside Boxer/Balrog who is best char to face Shotos and other projectile characters.

I agree with Toddish's answer. Bison (Dictator) is my main, and has some fantastic options against shotos, especially his EX Psycho Crusher, EX Scissor Kick and Headstomp, as well as the ability to teleport through ultras like Metsu Hadouken or away from pressure. Add in that he has the one of the best (if not THE best) standing normals in the game with his s.HK, plus an excelent anti-fireball ultra with Psycho Punisher, and you get a character that can control space excelently while being able to pressure at close range like few characters can.
Abel is another excelent choice, though. So long as you dont overuse it, the Marseilles Roll is a great way to avoid projectiles and close ground, and proper application of his Tornado Throw and Change of Direction can dish out massive damage. He also has above average health AND stun, so he can take a bit more damage if you need that.
Rufus and Dudley are two characters I dont really know a whole lot about, but Rufus' Big Bang Typhoon is a great anti-projectile move (projectiles pass through AND the move has vacuum effect). Dudley will take some practice, but his Duck goes through projectiles and gets you in close to dish out that massive damage Dudley does at close range. The problem with him is that while his Rolling Thunder is great for anti-projectile, his Corkscrew Cross is a much better ultra altogether due to the fact that it is so simple to combo into.
Don't really know how much this helps, but if I HAD to choose one of the three you presented in your question, I'd choose Abel.
I figured i'd update my answer now that I have had a few months on AE. Abel has been nerfed (overall damage decrease to Abel), and Bison's U2 has a new input (hes still a great character, just his main anti-projectile move is gone). I'd say the overall best anti-projectile characters in the game now are Adon and the Twins. Yang's Senkyuutai (dp+k) is the most insane anti-projectile move i've ever seen, especially EXed. Adon's EX Jaguar Tooth is now projectile invincible as well, and people are figuring out how to use his U1. Theres a strange group up at the top now. Cant wait for console - Scan May 28 '11 @ 7:31
I agree with above mentions of Bison being a solid choice. He has excellent normals and one of the safest (on block) moves in the game, his LK. Scissors Kick. He has multiple cross-ups with jp. HP, jp.HK, and an ambiguous jp.MK. The thing with him is that he lacks good combos to punish whiffed moves, such as a shoryuken. That and his high jump arc means that your opponent has forever to DP you out of the air. Also, he only has only one other solid way of landing his Ultra(s) besides reacting to fireballs and that is his jumping MP. Seeing that once you have Ultra your opponent probably won't jump as much, he has to rely on them throwing an errant fireball.
Abel is another great choice since he has a high damage output and both offensive (comboing into) and defensive (reacting to a certain move) ways to land both of his Ultras. He also has a great distance closing move with Marseilles Roll and solid punisher combos as well as, given you have the meter, a great mix-up game. He has an okay anti-air with his Falling Sky and a good cross-up with his jp. MK. An all-around good character that has few bad match-ups.
One more great character that can deal with shotos, and I'm surprised no one has mentioned her, is Cammy. She has a great anti-air with her Cannon Spike, she has various ways of closing the gap on her opponent, both with and without meter, and various ways to land her Ultra 1. She has a great offensive game and mix up options based around her dive kick and high damage combos. She also has good normals such as a quick cr.LK, lengthy st and cr. MK, and a st. HK. Her only set backs are below average health, no good neutral jump attacks, a weak cross up (jp. LK), and a very high risk high reward Ultra 2.
I'd suggest you try all the characters mentioned in this thread to see which one suits your play style best.

Then E. Honda is the hands down, best non-projectile user in SSF4.
Outside that, Zangeif is going to be better than ever in AE. Green Hand is going to cause my Balrog some nightmares. Also look into Makoto. She isn't good now, but just wait until AE is out. Plus, Yun and Yang are both looking REALLY GOOD, and neither use fireballs. Both are simmilar to Rufus/Fei Long. Speaking of Fei Long, ANOTHER AE MONSTER! Fei Long is going to be AMAZING in AE.
I'd agree too, Bison is a great non projectile character.
Out of the three you listed, however, I'd choose Abel, then Rufus, then Dudley.
While not listed from your post, I feel that the best anti-shoto/non-projectile character is M. Bison (Dictator). A lot of his movesets are designed to counter projectiles and shoryuken type of moves.
