How does Vega deal with turtle-style Chun players?

Besides karathrows, there isn't much I can think to do without taking a big risk for a small reward. Her range seems just as good as Vega's, with more speed to boot, so I can't exactly effectively footsie her.

What should I be looking out for?

Chun is a tough match up for any character since her pokes are very fast. The thing is, turtle Chun's are only dangerous when they have EX meter. What I do, as an M. Bison player, is try to get them to use up that meter and punish the recovery frames of her st./cr. HK. Vega's cr. HP should be able to get her on those same recovery frames. 


As Vega, my tip is to keep the fight in the air since she mainly dominates on the ground. Up against a turtling Chun, getting a big lead and running away will pull them out of their shell and get them to come to you. Since going up against Vega means you're holding down-back a lot, they love to do that overhead kick of hers. Focus Attacking that will net you a free hit. Also, her EX Spinning Bird Kick is a favorite for turtlers. Baiting it with Vega's back flip can open her up for good punishment. That's about as much as I know, hopefully someone else can add more.

Avoid Wall Dive Slash, unless you are extremely confident with the dive grab. But use that sparingly. As a chun player myself, I try to bait the wall dive in order to focus dash into a free combo. Vega's yell(yodel?) is pretty much chuns cue to charge focus. In combination with the EX. spinning bird, the wall dive is too dangerous of an option. 

 

As for keeping in the air, I'm not so sure of that. Her neutral jump roundhouse (cheerleader split kick) has massive range and stuffs dives. Not to mention her double fierce, which can setup a juggle or possibly an ultra. 

 

I'm not much of a Vega player, but my input is extremely careful with wall dive and air games.

Focus attack is going to be your main form of attacking since most of her moves do not armor break. Just be careful when she has meter tho since FA loses to any ex from Chun. Usually you can bait that to make her waste meter by FA to quick backdash or during her wake up game by neutral jumping just outside ex bird range and punish with cr. strong to FBA

 

Also her anti-air options are weak, so jump ins are somewhat free.  Remember that Vega does now have an overhead so it forces Chun to guess more now. Vega must use his quick walk speed to get in and out of poke range so Chun doesn't start option selecting at that range. It's a pretty tough match for Vega tho, but once you get the feel for her, it gets a lot easier.
