About Guy's Run/Stop frame data

How is guy's Run/Stop safe after target combo 1 (strong punch, fierce punch) or after a close strong punch?

 

According to x Who Is Alpha from Event Hubs, close strong punch is 100% safe for a run/stop.  And I quote:

"A very good normal. Use this when you want to mix-up your opponent using the run/stop method. It makes the run/stop 100% safe due to how much block stun/hit stun it has, also if you get a counter hit and then run/stop you'll be able to continue with a combo."

 

But heres where my question lies.   According to http://wiki.shoryuken.com/Super_Street_Fighter_IV_AE/Guy

Guy's close strong punch has +1 on guard and +5 on hit.  But Run/Stop has 17 revovery frames in his stop alone.

 

Also it shows that his strong punch, fierce punch target combo has -5 block adv and -2 hit adv and I've seen Run/Stop following this also.

 

So how is this safe?  I've seen people do this numerous times before but the numbers don't add up.  If somebody can explain what I am missing it would be most appreciated.

I may be wrong but I'll take a shot at it.

I believe it is safe because you are canceling the recovery of the target combo into the run/stop so the frame data (it being -5) does not apply. While your opponent is in block or hit stun, you are doing run/stop.
