You don't need to frame trap his electricity.
Blanka's light-electricity is a 5 frame startup. Bison has a 3 frame cr. short.
Honestly after you knock him down all you need to is throw out a cr.short on wake up, outside of throw, super, and ultra it's completely safe. It'll stuff electricity and keep you safe from blanka balls, which if he does you can punish with scissors. If you want a technical frame trap, just do:
cr. short > s. roundhouse. That'll shut down anything under 5 frames.
