Help with Hakan's Oil dive execution
Because of the input leniency of the SF4 system, a lot of times when going from blocking (B) to executing Hakan's Oil slide (fireball motion), the Oil Rocket grab move comes out instead.
Any suggestion/tips on how to improve executing Oil dive more reliably?

The best way is to let go of the controller and let it go to neutral. Assuming you are using a stick (or even a pad) you are trying to transition from back to forward, rocking along the bottom of the stick/pad.
The best way to get around this is to stop transitioning along the bottom of the controller when trying to do the quarter-circle-forward when trying to go from blocking to the Oil Slide. Instead of going from:
back -> down-back -> down -> down-forward -> forward
You would let go of the stick so that it moves to the neutral position and then execute the Oil Dive. When you do that, the input on the stick/pad looks like this:
back -> let go, stick/pad reverts to neutral -> down -> down-forward -> forward
It's different than what most people are used to, but it's a pretty simple transition to make once you practice it a few times. And in the case of characters like Hakan, Dhalsim, etc who have moves that have quarter-circle and half-circle inputs, it is tremendously helpful.
