How should I punish a whiffed LP, MP or HP SRK with Rufus without any meter or ultra?
Whenever I'm out of meter I just go blank when I have to punish a whiffed mp/hp srk.
While we are on the subject what's the best way to punish Ryu's lp srk? I usually get baited with that and they do an instant 2nd lp srk and knock me on my ass.

I'd say the smartest thing to punish a whiffed HP SRK is with a HP, HP Galactic Tornado. And if you're in the corner you can finish off with a LP Galactic Tornado.
As far as the baiting problem your having with the LP SRK's, if you're close cr. mk -> EX Galactic tornado works pretty nicely. Also if you're at a distance cr. hp works too. Just be careful and try to read your enemy as best you can.
another good way is get the LK-HP-HP galactic tornado down then you can punish the LP srk with that combo.
if your feeling cheeky you can always dive kick target combo mid snake strike a heavy srk once again just go into practice mode and try it
