In the Tier lists what do the numbers mean ... ie. 6, 6.5, 7

I dont understand what they are for... thanks

Just take the first example - Rufus.  Each of the numbers represents a number that marks, out of 10 matches, how many matches Rufus would win against the character in that column.  So the first number (6) means Rufus would beat Akuma 6 times out of 10.  He would beat Abel 6 times out of 10, Dictator (M. Bison) 4 times out of 10, so on and so forth.
